LONGVIEW, WA — October 15, 2025 — The Longview Police Department, led by Detective Matt Hartley and the Criminal Investigations Unit (CIU), is urgently seeking the public’s help in locating 33-year-old Shelby D. Toland of Longview, who has been identified as the primary suspect in a fatal hit-and-run collision that tragically took the life of Howard Eby earlier this month.
According to investigators, on Saturday, October 4, 2025, at approximately 1:47 a.m., Longview Police officers responded to the intersection of 11th Avenue and Washington Way after receiving reports of a severely injured man lying in the roadway.
Upon arrival, officers discovered Howard Eby suffering from catastrophic injuries consistent with being struck by a vehicle. The driver responsible had fled the scene before police arrived.
Eby was transported to PeaceHealth Southwest Medical Center, where he sadly passed away from his injuries despite emergency medical efforts.
Detectives with the Longview Police Department’s Criminal Investigations Unit quickly began piecing together the evidence and, through extensive investigation, identified Shelby D. Toland as the suspect.
The suspect vehicle has since been located and seized as evidence by authorities, but Toland remains on the run. Police have probable cause for her arrest and confirmed that she also has an outstanding warrant on unrelated charges.
The department is pleading with the public for assistance in finding her.
“This was a devastating and senseless loss of life,” a department spokesperson said. “We are committed to bringing justice for Howard Eby and closure to his family. We need the community’s help to locate Shelby Toland and hold her accountable.”
